The reason for this is that the Palace hopes to prevent a breach of any private, secret data. However, there are official crown accounts. According to the Queen, public displays of affection (PDA) are totally unacceptable. Thus, no photographer will capture an intimate moment between Prince William and the Duchess. In fact, the rule even includes hand holding! Those signs of affection are strictly for private, behind closed doors.
